"Disappointed But Not Surprised"

It seems that the imperious insensitivity to the well being of communities hosting NYCDEP is not confined to Schoharie County. Actually, people who know residents both within and near the "watershed" of City West of Hudson Reservoirs and dams in Schoharie, Greene, Delaware, Ulster and Sullivan Counties are already sadly aware of the haughty, callous, arrogance of many, happily not all, DEP personnel in the Catskills. It appears to be an ingrained, institutional part of the operating culture of NYCDEP in regards to its relations with the water providing host communities. It reminds this historically interested person of how the soldiers of Rome treated Roman subjects living in the provinces. While the Romans may have been callous and often brutal in the treatment of their subjects, they also had a certain stoic nobility and honesty that marked their character. There is little nobility or honesty shown by an agency that harnesses a precious resource from remote communities, and then won't admit its culpability for a leaking aqueduct, or its unwillingness to put forth a collaborative effort in dam design for the purposes of flood mitigation, but rather opts for a narrowly focused design to rehabilitate a dam, for that matter.
